Often yes, but it depends on the insurer and product. Health insurance for a visa or relocation can usually be started with passport details, while car, mortgage or home insurance may require a NIF, Portuguese address, bank details or property documentation before the policy can be issued.
Portuguese private health insurers normally assess declared medical history before accepting cover. A condition may be excluded, accepted after a waiting period, accepted with limits or priced differently. The safest approach is to disclose it clearly and compare insurers before applying.
Legal residents can register with the public health service (SNS), but long waiting times, limited English and gaps in areas such as dental and optical lead most expats to add private cover. Many use the SNS for serious or emergency care and private insurance for faster, English-speaking access to consultations, exams and private hospitals.
