The concelho of Lagoa has the highest proportion of second homes of anywhere we work, and that single fact shapes almost every insurance conversation here. Carvoeiro, Praia Grande, Vale de Centeanes and Ferragudo are full of properties owned by people who are somewhere else for eight or nine months of the year — and the standard Portuguese home policy is not written for that.
The occupancy question comes first
If your Lagoa property is empty from October to Easter, the most important line on your schedule is not the premium. It is the occupancy basis and the unoccupancy period behind it. Most wordings suspend theft cover and restrict water damage once a property has been unoccupied for 30, 60 or 90 consecutive days, and a great many Carvoeiro apartments are insured on a permanent-residence basis that does not reflect reality. Written correctly as a second home, the loading is modest; written incorrectly, the policy stops covering the two most likely events precisely when nobody is there. See the unoccupancy clause.
Related and equally local: a named key-holder. Many insurers will maintain theft cover on a seasonal property where someone can attend, and in practical terms it is what makes the 24-hour assistance service usable when the boiler fails in February and you are in Surrey.
Carvoeiro and the cliff-edge properties
The villas above Vale de Centeanes, Algar Seco and the Carvoeiro cliff path share the exposure of the Barlavento cliff line. Distance from the cliff edge, drainage, retaining works and any recorded movement in the vicinity all come up at underwriting. Erosion itself is gradual and excluded market-wide; what an insurer will price is the sudden event. Presenting the property properly — photographs, distance to the edge, any geotechnical report — is the difference between terms and a decline.
Ferragudo and the Arade estuary
Ferragudo is a different risk again. The old village runs down to the water, the streets are narrow, the buildings are old and joined, and the ground floor of a riverside property is at estuary level. Two things to check: whether the wording covers tidal or estuarine inundation as distinct from rainwater flooding, and how the boundary between your fraction and the neighbouring one is drawn in a building where the party walls are three hundred years old. Older Ferragudo property also carries the same reconstruction-cost issue as Lagos’s historic centre — traditional construction costs more per square metre to rebuild than the modern rate most people assume.

Townhouse condominiums and resort developments
Much of the Lagoa coastal stock sits in managed developments with a condominium policy covering the structure and common parts. Owners routinely assume that policy covers more than it does. It does not cover your interior finishes, your contents, your fitted kitchen or your liability as occupier, and the gap at the boundary is where the arguments happen after a leak. Read what the condominium policy does not cover, and check whether the development’s policy includes earthquake — a surprising number do not.
