A boat in Portugal is regulated as a vessel first and insured as one second, and the two sets of rules interact. Registration, flag, the qualifications required of the person at the helm and the permitted use of the vessel all feed into what an underwriter will write and on what terms. An owner arriving with a boat already insured elsewhere frequently finds that the existing policy does not follow the vessel into Portuguese registration, or does not follow it into Portuguese waters for more than a fixed number of weeks.
